The only problem with him losing in both instances is that the writing appeared to put him at the top of his game and ready to finally win just to have some OC bullshit their way against him.
People don't complain about the jobbing during Johto/Hoenn/Unova's arcs as much because while him losing there was an asspull at the very least the rest of those seasons didn't write it up to be that THIS IS THE TIME GUYS WE SWEAR just to immediately return to the status quo.
