TPCI/Nintendo didn't run any events after early 2017 that weren't Worlds/Players Cups, meanwhile Pokken had a decent amount of support by third party FGC majors like Frosty Faustings, Winter Brawl, Dreamhack, etc; as well as Pokken specific majors, locals, and online events.
COVID sort of took a giant shit on offline events and Pokken hasn't been at a ton of larger majors since, but it's too early to tell if that's gonna stay the case and even if it does, scenes like Skullgirls have been going longer with less activity then Pokken still does.

Most fighting game series start out with only 12-16 characters like Pokken did, and having a roster in the mid 20's is normal for fighting games. Very few titles that aren't casual arena fighters with copy-pasted movesets have 40+ characters.
Pokken also has a pretty good selection of different mons: Every gen as of release was represented, almost every type is, there's quadrapeds and objectmons and not just bipeds, and beyond the expected shillmons, you have other popular pokemon like Gardevoir, Garchomp, Blaziken, etc, more niche favorites like Weavile, Scizor, Machamp, etc, and complete left field choic es like Chandelure, Croagunk, Aegislash, etc.
It's hard for me to see the roster complaining as anything but what

Pokemon does not have the same sort of demographic appeal and has very casual cnnotations, and it very much didn't help it got marketed as if it's a casual arena fighter even though it's not.
