Game Freak very much wanted to have multiple regions in Pokemon 2. Moreover, when you say that Kanto was added in a few days before release, you're implying one of two things. One: that they went back and adjusted the levels of every Trainer in the game to accommodate something they scraped together at the end of development. Or Two: that Johto was really going to end with the majority of your team coasting around level 40~50, assuming you decided to grind for the Elite 4, because you definitely don't get there around those levels.
That means Johto's terrible level curve was either a direct result of adding in a rushed Kanto, or it was intended from the start.
