Nope. Dynamax works the same as in games - only near power spots.
Anime just coddles Leon/Raihan by allowing every seasons finals of PWC to always be held in Galar (rather than rotate)
Otherwise without power spots Leon would barely be able to make top 8, if at all.

There is nothing to like about Leon. He only appeals to shitskins and bara faggots. No other champion has been able to defeat Charizard in its base form. Mega evolution is needed to match the insane strength of base Charizard. After Charizard gigantamaxes only the strongest mega evolutions have a chance at beating him. Shitters like Cynthia and Diantha have shitty megas and have no shot at beating him.
