Dragon-type is a Pokemon's type, not biological species. It's just the type of energy the Pokemon has.
A Water-type is not literally water.
A Fire-type is not literally fire.
A Dragon-type is not literally dragon.

Beedrill can fly, yet it's not a Flying-type.
Much like Gyarados is a dragon, yet not a Dragon-type.

Dragonite doesn't need one because he's already perfect, Charizard needs a literal gimmick to buff it's stats to even imitate dragonite's power

Altaria and Exeggutor are dragons because they reached their fullest potential and tapped into dragon energy, Gyarados and Charizard haven't and as a result aren't dragons.
