Froslass's main role is to set up Spikes anyway. Being a ghost type makes it one of the few mons that can set up hazards and block Rapid Spin and the fastest one that can do it by a wide margin.
Competitive allows it to discourage Defogs, because nobody wants to risk giving it a +2 SpAtk.
I'd also give it access to Stealth Rock, just because it's better than Spikes in general, and Freeze Dry because it's bullshit that it doesn't get it already.
