So how does a mobile game manage to have voice acting for all the trainers but the mainline games don't?

the mobile game's voice acting is minimal, with just grunts, action lines, and a few sentences per character

pokémon also doesn't care about VA consistency, so masters can afford to cast anyone as anyone without much thought

emphasis on trainers = grounds for voice acting
no emphasis on trainers = no need for voice acting
and masters voice acting is cutting corners anyway, 8 supported text languages but only 2 voice languages available

It would be. To cut costs as much as possible, it's guaranteed they'd pull from in-house between TPC and TPCi, and based on GameFreak's track record, you either have to deal with TPCi's trannies and chain smokers, play on mute, or play in another language entirely because they don't want to confuse kids with independent languages for text and audio.

We're guaranteed to get a dub with no say in the matter as to whether or not text language and audio language can be separated. You either endure it, play on mute, or learn another language.
Pokemon's a game for kids and GameFreak's not about to confuse the tykes when the characters say something in one thing that isn't what's being said in the other.

Maybe because it's all true? Text is sufficient in this entertainment medium, and I don't get why so many people believe otherwise unless they want to find examples of "Did they record this in their bedroom?"

Probably as 20-something cumskulls have no real imagination to provide voice tracks for dialogue in games while kids have nothing but imagination to burn when playing them, so it's best to leave them unvoiced to allow their imaginations free reign.
You know, the same reason they didn't voice any the other kiddy rip-offs of Pokémon, but every two-bit adult game these days has a "voice track".
