>>50581233The way I rule it in my Pokerole game is that most final stage psychics can communicate using basic telepathy but their concepts are different than ours. They wouldn't call their trainer by name, they would call them trainer-friend, they wouldn't call a pokemon by its name they would call them by a descriptor (i.e. Pikachu would be thunder-mouse). Pokemon in the Human-like egg group and/or with the Telepathy Ability are capable of full-on human-level speech. Alakazam in particular is literally so intelligent it loops around to thinking on an alien level and has to basically dumb down its speech to be comprehensable to humans.
Legendaries are all capable of telepathy and human level or higher speech, though how they communicate their points is often with violence or in a way that's alien to humanity. For example, Giratina can treat places with high concentrations of ghost types as a way to link the distortion world and the regular world and used it to drag some of the players into the distortion world to point out that Arceus is incompetent (while also nodding to the events of PLA happening around this time, the part where the PC is sent back anyhow) and ignorant of the potential disaster about to befall the region due to the evil team and that the party is the only group competent enough to deal with them.
