Like how they reference pokemon by their codenames like „turtle, turtle2, turtle3“ therefore mewtwo is mew2 the genetic modified evolution of it and therefore mew was not meant to be in the game, because we got the strong evolution. But honestly I do see the anime as canon, because it‘s a nice story and I watched it as a kid during pokemania
