Artstyles change, if you think Sugimori’s has gotten bad just look at the stuff that Toriyama’s drawn recently.

The problem it's not the new artstyle which in itself is on part with the industry but the design philosophies being complete opposites from eachother, there's are reason why the Scarlet legendary and Fuecoco are the only pokemon like designs
