What are some Pokemon that have had drastic color shifts through the Gens?

Also, how does shit like this happen in a single console? Do they just not look at previous sprites? Colorblind artists?

Gengar is changing colors all the time, but these are the most notable ones for me

A lot of Pokemon didn't have their colors nailed down until HGSS and gen 5 when they settled on just using the anime colors as a reference. Then they switched to models and used the stock ar as a reference instead.
