It'll never be "balanced", the entire point of the Exp Share was to casualize the series even further so you can overlevel easily an entire team in 3 seconds and oneshot everything
It was fine in Arceus because the game had barely any battling in it

USUM was still piss easy because all the trainers had 1-2 mons max and Totems could be easily trivialized by any crit/z moves/roto powers/x items etc.
Had a much more fun time with exp share turned off so i could be underleveled though but it seems GF hates giving people options

2. new i.e. literally gives you 3x EXP for free

Alola was probably your first gen if you're willing to suck its cock so much
If they just kept the O-powers instead of turning them into a fucking slot machine there would be no need to try grind in the hope to get the hatching powers, also the game doesn't even tell you that at some point Rotom will give you fucking infinite Z-moves if you use it too much

The only thing the XP share does is save you time. A level 30 Butterfree trained with XP share isn't any stronger than one trained without, if anything it's actually weaker because it didn't gain as many EVs. But battle items/powers/z moves/etc directly make a Pokemon stronger than they otherwise would be.

If you get overleveled from XP share it's your own problem. I went through all of gen 7 and 8 5-10 levels behind the opponents.
