There are of course other studios that have similarly strict release windows (COD, ASS CREED, etc) but those companies all have multiple studios working on releases that allow them to effectively multiply their dev time by splitting projects between studios (Studio A will work on Game A releasing in 2018, while Studio B works on Game B releasing in 2020).
The Pokemon Company refuses to open a second studio but they also refuse to widen their development windows so the games can actually come out finished.
So this is what you get, a literally half-finished game rushed out with the bare minimum.
The solution is extremely obvious, open a second studio who's job will be to develop the remakes or other games that might cut into development windows so that the mainline games get a proper length development cycle.
They won't do that though, it's cheaper to just shit out the bare minimum over and over again because Pokemon fans are overall non-critical and/or lack self control so they'll buy that shit anyway no matter how many corners are cut.
