For the most part, yes, but there are some Pokemon that really need a pre-evo. Like Miltank and Tauros or the little baby Kangaskhan.

This. Most people didn't notice because it really doesn't matter. The problem with baby Pokemon in Gen 2 wasn't that they exist, it's that the dex was already lame and a bunch of babies makes it lamer.

For many of them, I agree with OP.

>You miss many good level-up moves from evolved forms (looking at you Tyrogue)

But Elekid, Magby and Smoochum were nice, I wish Platinum added the first two to Valley Windworks and the routes near it.
