Literally all they had to do was to make it so that Dynamax was only a recent phenomena (less than a year old) that allowed a savant like Leon to shoot his way through the ranks and turned the competitive scene into more of a Wild West type situation.

In a region outside of Galar, Leon could just use Mega Charizard X and win too. Canonically (maybe not gameplay wise), they designed Galar to be a region rich in history with specifically battling and even showed previous champs off. I would actually argue that Galar trainers are some of the toughest in the world overall, especially since the champ cup has a whole bunch of literal whos and literal whos in other regions never get that far with that many Pokemon on a team.
Other champions don't also focus on just being champions. Cynthia is a researcher of myths, Steven is something in the business world, Diantha is an actress and Alder is a wanderer who shows people the wisdom of creating bonds between people and Pokemon. The only other E4 I didn't mention is Kanto/Johto, but it is also been pretty well established that most trainers there are also underdeveloped battle wise compared to the rest of the world (which is why Red is such a massive deal).

I don't understand the fixation alternative stories have with making Leon less deserving of the champion title as opposed to doing more to validate his strength. Maybe it has something to do with the rewriter's innate belief that Leon doesn't deserve the championship role. But it seems odd to emphasize that as opposed to fixing it.

How this is supported/contradicted by SWSH and PLA is beyond me. I am disinterested in the lore of Galar, and I have not played PLA despite thinking it neat.

I think a big reason is that the gameplay contradicts the story.
The story says that Leon is the strongest trainer ever and that he's undefeated and his Charizard is undefeated, and then you actually battle him and he's easy. His team has no synergy beyond diverse typings, he doesn't use any strategy, and he even uses his Dynamax in the worst possible way, making Charizard the weakest link on his team most of the time.
I guess the champion being a fraud is a more realistic expectation for a Pokemon game than the champion actually being challenging.

Every champion suffers from that to a degree. Even in gen 1, it was laughable that Blue would declare himself to be the strongest trainer in the world after you beat him seven (7) times.
