Even if you only had 1 vote the stuff that actually has wider appeal would still ultimately win out, which they did, given Inteleon is only 10th. 20k people is a minority, yes, but literally any given Pokemon on the poll would be a minority vote by default. Greninja got 140k votes but that's sure a shit not enough to outweigh the combined vote tallies for every other Kalos mon.
A mon targeting a specific audience and then getting support from that audience is a valid approach to designing for popularity, whether you like the end result or not.
