sinnoh has such a great variety, besides heatran they're all great designs
hoenn has such an iconic group of legendaries, i generally like them all but sinnoh has my favorites
johto's crew is classic and celebi is C U T E
unova has some fantastic designs like victini, meloetta, genesect and therian genies, but im not a fan of the muskateers or keldeo
kanto has mewtwo and mew which are both such amazing designs, but the birds have always been mediocre
alola has an alright group but frankly i only like marshadow and melmetal. the rest are really overdesigned.
kalos has some real ugly motherfuckers but zygarde is pretty based
galar/hisui has the worst by far, only one i like is regieleki
regigigas is my favorite though, what an absolute beast

Man The genies, Meloetta, and MLP pretty much ruined what would have been the most kino collection of legendaries since Gen 1.
also Gen 6 and 7 have such a collection of crap legendaries. No story relevance, not even hints to the min the story. Just throwing in pokemon and calling them legendaries and that's it.
Like what's the fucking point of Marshadow Zeraora and Magerna in game? Except to be a legendary pokemon?

To be honest there isn't a gen where I like all of the designs. But based on percentage id say gen 6. I really like hoopa and zygarde

If I had to rank them right now I'd say:
1. Gen 4
2. Gen 3 (only barely in second place, it's pretty much equal with Sinnoh. I only ranked Sinnoh higher because I particularly like Arceus)
3. Gen 2
4. Gen 7 (I probably would've ranked it over gen 2 if Zeraora didn't exist)
5. Gen 1
6. Gen 5
7. Gen 6
8. Gen 8

Without Cover Legends, it's Gen 1 by far.

Mewtwo, Mew, Zapdos and Articuno are all great. The other gens have maybe 1-2 good designs, if that.

I'm surprised at the number of people saying Gen 3 and 4. Gen 2 is easily the best if you discount cover legends on account of the Legendary Beasts. Gen 3 is okay, not actively offensive but nothing special either, especially if you remove the iconic Weather Trio. Gen 4 is actively offensive and where Legendary Bloat was most evident. There's walking dysentery with an underbite (Heatran), a walking phallus (Palkia), three monotype Psychic copy-paste Mew clones (Lake Guardians), some sort of sauropod with artificial skull deformation (Dialga), a llama/alpaca stuck in a fence (Arceus), Manaphy but worse (Phione), edgy try-hard designs (Giratina-O Darkrai), and a Slow-Start meme Pokemon (Regigigas). What does that leave? Cresselia. How forgettable. Shaymin is cute I guess, though the Sky Forme ruins it.

zeraora singlehandedly bumps 7 below 5, while hoopa/volcanion/zygarde100 and all of gen 8 are shit enough on their own to warrant their positions
