Main reason being that Smogon really isn't that stally. Having a mon that's only good against stall is a deadweight slot against everything else.
But also because a mon that just crits constantly isn't THAT good against stall anyway, since most stallmons don't rely on raising their defenses. They mainly just switch out against things that threaten them.
If your idea of Smogon was accurate, Sirfetch'd would be a top meta threat.
