Thats not the issue. The issue is flying and bug sucked until gen 4. Gen 2 and 3 only reward you for being ghost, normal, poison, fighting or ground types.

Steel only gets meteor mash on one mon, and bug only gets megahorn. Rock gets alot of moves but they're all bad.

No STAB is the least of its problems since that was true for most all Bug or Flying types that didn't have another type. Even its BST is acceptable for an early game mon. IF you want to feel bad consider the following.

>Despite being in early game mon Ledyba evolves into Ledian at level 18 (for reference Butterfree is fully evolved at level 10)
>Its one positive trait 110SpD is useless because it has fuck all 55 HP
>All its other stats are either mediocre or downright laughable

Stab is 3/4ths of a super effective move. If theres no coverage you will likely hit with one of your types.

Gyrados didn't even become good until it got waterfall as physical. Swords dance, nasty plot and calm mind make good moves 1-2shots against most of the game.

In fact right now in smogon weavile is being used only because it gets a 1.5 bonus on ice shard.

Nice cherry-picking, but each pokemon has multiple sets, some with stab. Your image is also outdated, since Salamence's mixed set now includes dragon claw. And why are these all gen 3? Of course pokemon like Gengar wouldn't have any ghost moves since ghost was physical and his atk is trash. Just look at Gengar's gen 4 sets, they all have shadow ball in them.

It evolves too late to be useful in the early game, and is too shit to be useful in the mid to late game.
Gamefreak wanted you to catch it, gawk at it in your PC, and get extremely angry at anyone who dares suggest that you buff it.

Stricte in Gen 2 Ledian can do three things
Dual Screens
Agility Pass
Hit things with elemental punches

Is it good at these things? No, not really. But there's not a lot of Pokemon combining these roles in one package.

Well, I never said that it can do all of it at once. But these are all viable options. If a Pokemon has 3 different roles and multiple sets then even if it's weak, at least it's fun to use.

If you're ready to set the bar that low, you could argue pretty much every mon can be a choice-mon running w/e crappy moves it has, a phazer running roar+3 attacks or a set-up sweeper running sub+salac

And Ledian can do multiple things at once - You run Ice Punch, Thunder punch and your choice of Screens or Agilitypass. Or scrap Punches and run pure support. Or mixnmatch bits and pieces, maybe you have good physical answer and don't need that reflect.

How the set works is that Crobat switches in into a sleeping move used by the opponent and while asleep, uses Sleep Talk to always pick Whirlwind to switch out the opposing Pokemon without negative priority. It needs hazards to work and is nothing more than a showderp tier gimmick.
