Funny enough, Zacian-C is banned from Ubers too, because it's too strong in singles.
Incineroar has little use in singles too because Intimidate is less strong and in VCG it's used to support the other Pokémon on the field.
tl;dr: those are different formats and OP is retarded for comparing OU to essentially Ubers. Plus the strongest Pokémon in VGC (Zacian) is recognized as strong in singles too. As a matter of fact he's too strong.
