Highly dependent on the strength of a given meta. Usually weaker in lower tiers and stronger in higher tiers. It's a good sign of when OU is unhealthy because it starts to show itself more there when it is.

Arceus already is banned in VGC. Alongside other overwhelming mons like Magearna, Genesect, and Phione.

Its funny how ditto is basically an autowin vs HO and allowed but if anything is an autowin vs fat balance its instabanned regardless of how good it is into other teamstyles.

Ditto is only as good as the Pokemon it's going up against. If you set up something while the opponent still has a Ditto alive, that's your problem.

Against fatmons that can recover or regenerate, HO doesn't have enough of a backbone to make games go long enough in order to make the incremental progress that offense or BO would use to beat these teams. HO only real way to deal with ditto stall is screens, really.

The consistency is that there's a category of Pokemon called "Special" and they're banned in VGC by default, and all Mythical Pokemon are part of that category (among others like mascot Legendaries). Distribution is irrelevant because it's an actual Pokemon categorization like Legendary, Ultra Beast, Mythical, etc that the games actually track rather than being a curated banlist. They sometimes have formats that lift the ban on some of the Special Pokemon but that's the exception rather than the rule.

You're mixing up restricted and banned legendaries.
Mascot legendaries are restricted. Not allowed in most formats and only allowed in a limited capacity when they are.
Mythicals are banned entirely.

Ditto really isn't an autowin to HO.
Not every HO mon is a sweeper. Some use band or specs.
Ditto also gets worn down by hazards, and doesn't copy screens.
Plus, you can see it in team preview. You know not to break out your sweeper until it's gone.

The others being tiered is fine, because they can do something independent of the enemy team. Ditto is literally only ever as good as the Pokemon it's transformed into.
