Leon is called the strongest trainer in the world. Not the strongest trainer while in the Galar region but in the world. Cynthia fans (and only Cynthia fans) have been conditioned to think that Cynthia is the strongest Champion because of reasons, so Leon being called the strongest trainer in the world pisses them off because of powerlevels.
The fact of the matter is that Leon is the strongest trainer in the world. Things like "he relies on dynamax" or something is literally headcanon. It's never been stated, and it can't be inferred because no one has ever even said something close to "Leon relies on Dynamax to win."

All characters in the M8 should be able to give Leon a good fight. And everyone in the M8 (including Iris, who people still doubt even though she's literally ranked 7th), should be able to do what Leon has done, meaning give Eternatus some challenge and beat trainers like Flint and Raihan (which they've all done considering that Raihan was kicked out of the M8). What Leon has going for him is his title of world's strongest trainer, which has never been contradicted and won't be until Ash beats him, if he beats him at all.
Everything else is just headcanon and cope.
