It's sort of like fossils as well, as fossils are from Pokemon that existed thousands of years ago and not merely 150 years ago, so that's why they're also in space-time distortions. It's not like the technology existed yet to revive Pokemon from a fossil.
This also sort of spoils the discovery of reviving Pokemon from fossils however, unless historically no trainer ever went into a space-time distortion during the Hisui era to catch Shieldon/Cranidos. If anything, this is a bigger plothole than Porygon/Magnemite.
