In-game not really, or at leastnot more than any other champ. In the show she got #2 because her fanbase was the loudest, and probably to shill the remakes a little.

Are you asking why an NPC in a videogame has to lose to the Player Character ...? You cant be serious, right?
Her top-tier status is reinforced by the fact that noone besides the PC ever beats her (Lance loses to Blue, Leon loses to Eternatus etc...)

Not really. If I remember right, she never even fights Team Galactic on her own. Not only that, but she's one of the Champions that actually have a job outside of being the Champion, so I can't imagine she's supposed to be any stronger than some of the other Champions at least. She's just got that waifu power to her, and incredibly loud fans.
