Anime produces just did whatever the fuck they wanted in the 90s, it had all kinds of generic concepts. The Butterfree was literally just pink so viewers knew it was a girl and to differentiate it from the multiple other Butterfree in that episode. Thinking it goes any deeper than that it is peak autism.

The pink Butterfree was referenced in Gen 2, so it's canon that Pokemon in-universe can come in different colors than the normal and shiny ones.
