It's not gen 2's beta map. It's some shitty fanmade map trying to show "what could've been", right?
The only gen 2 beta map I know of is the crappy one with Kanto glued on the side like a tumor.

The funny thing is that it would've made more sense with the direction they took later, with the Pokemon Regions based on entire Countries instead of individual regions of Japan. The Kanto region of Japan in the Pokemon universe is somehow as big as the entirety of France and the UK.
