Probably just to make it easier to develop. Keep in mind pokemon is for kids so it makes more sense to have elemental gyms.

As a meme. Gen 4 had like 5 fire types in its dex, but for vanilla Diamond they gave the fire elite 3 non fire types as a joke. There is no other reason why they make all this content only to squander it like this
