Also just because he has the potential to be E4 level doesn't mean that's what he wants dumb-dumb. Try to do some basic character analysis. Given the most recent episode he was clearly training Ash in preparation for his upcoming matches and trying to push him to be the best he could be. Paul's goal is neither to be the strongest nor the most notorious trainer. Nor is it to be a gloryhog. He's trying to bring out the best in other trainers, which fits being a gym leader extremely well. And given that he's one of the few competitivefags in the anime, it's a great conclusion to his character arc from where be was once a selfish l, standoffish outcast.
