Leon is built up throughout the entire game which does make fighting him satisfying. Leon is relevant and has ties to the other themes in the game through his clothing and status. The second thing he does in game is get surrounded by a crowd. He also has better music. Charizard, Dragapult, Haxourus and aegislash are all great. Garchomp and lucario are overdesigned messes and togekiss doesn’t look like a living thing.
Leon is also a person. When he loses he emotes. His competitive spirit is shown in his in battle dialog and his winning speech. Cynthia is popular because she is overleveled and female steven

Because they don't mean shit. In-game levels are just there for game balance/progression. Lance has the lowest in-game levels of any Champion and despite this he is the 2nd/3rd strongest Champion.

Trying to argue different games with different level scaling makes it highly questionable.
We have seen her be in games with other champions though, and she doesn't outlevel them there.
Alder ties her in BW1, and Iris outlevels her in BW2.
Blue doesn't outlevel her due to the nature of the battle tree, but he outranks her instead.

Levels are only 1 factor, thats why HGSS Red was never the strongest, but BDSP Cynthia is
