First, trainers right next to the gym leaders use Pokémon such as Hoothoot/Spearow (Elder), Ledyba/Spinarak (Twins), Snubbull/Sentret/Jigglypuff (Lasses) and Hitmons (Black Belts).
Second, Miltank, Piloswine, Steelix, Kingdra, Ariados, Espeon, Jumpluff, Bellossom, Quagsire, and Magcargo are used directly by leaders, so your "no new mons!!11" complaints are false.
That aside, people pretend "gen segregation" was a thing at the time of G2's release.

G3 started the "blut und boden" thing where the generation the species was introduced inherently tied the species to the Region.

Levels and XP work in relation to yours, so a Lv41 eighth gym is no worse than a Lv55 eighth gym. Usually my team is about Lv36 when fighting Clair.
G2 gyms were harder than G1 gyms.
My levels are lower than that of Chuck, Jasmine and Pryce, regardless of which order I fight them.
My team in the Kanto portion of this playthrough is in its level-40s, meaning even the GSC Kanto leaders arearound equal or higher in level to me (except Janine, the joke, and even then, she would only be a few lower).
Idiots only say the "lebel curb" meme because the small numbers break their minds ("wahhh eighth gym only lv40"). Your team gets less exp. too, so it makes no difference.

Objectively false. Johto is a full region with eight gyms, a variety of towns and routes connecting those towns, plus dungeons. Johto alone, even in GSC, is larger in area than RGBY Kanto is.
