Be sure you have the battery item that recharges dig energy equipped while you farm currency and rotate eggs.
Kabutops was my last Kanto Pokemon due to bad underground rng much like you, but while waiting for it I had most Oak items at a 4 or maxed, along with enough currency for Johto evolution items and enough Master Balls for the Johto roamers.
Never get pissy about being held back in a region, use it as prep work for the next.
