The only mon thats completely useless in gen 3 are the clamperl evolutions. The region literally has every bulky water mon except suicune.

Delcatty is pretty awful, but skitty got alot of anime appearances so its hard to argue against.

The fossils in gen 3 are slow and forgettable too.

The rest were either plastered all over media, used by team aqua or magma, or good in competitive

They're basically preemies or are examples of things that are hard to find in the wild. Like, people see manta rays often but not baby manta rays. In other cases it's just a retcon like the many other retcons the games have gotten.

Bonsly, togepi, riolu, pichu, mr mime, munchlax etc. all had media roles. You have to remember the pokemon show is as big as the games
