Serperior doesn't need those moves since glare is a way better option than either of them. 100% accuracy + it's the only paralysis move (that people actually use) that can be used on ground types. If people want a sleep inducing grass type, they'll just use literally anything with Spore (as it happens, I actually use a Serperior with Spore on my Balanced Hackmons team).
