Rock-types already get a SpDef boost in the sand.
The 100% accuracy should apply to a different type of move, like how rain makes Thunder and Hurricane 100% accurate rather than Hydro Pump or whatever.

Someone should try telling that to Game Freak because it has five weaknesses with three of them being common. And unlike Grass having the same number of weaknesses, it actually has utility moves for a redeeming factor (like Leech Seed). Rock doesn't have any of that.
