Do you have any idea how much time and effort they'd have to spend animating over one thousand Pokemon, their variants, forms and all else curling and uncurling?

Honestly, the shrinking thing makes sense. They're POCKET Monsters, for Christ's sake. Their original idea was for them to literally be little gachapon capsule monsters. It would make sense why they're bringing that tidbit of abandoned lore back into a game that is canonically set in the past. Plus, why do you think several Pokémon can use the move Minimize?

It's probably a focused part of their biology. That's why Pokémon moves are standardised: not every use of fire breath is equal. You can do Ember, you can do Flamethrower and you can do Fire Blast, but they're learned and used in specific ways. This is something all Pokémon can do to do one thing, but it probably takes different circumstances to be applied somewhere else. Hell, you could even say the Poké Balls themselves are designed to make the shrinking easier for the Pokémon to do. And as per why nobody mentions it, it's probably such an obvious fact in the scientific community that it would only be pointed out when discovered. I'm pretty sure we've gotten less and less exposition on the bare basics of what Pokémon are with each passing game.

Also, again: they probably planned this from the start, then they dropped it, and now it's added again as a little tribute now that they have the chance.
