Let's look at Luxray, it's a Pride creature, meaning it's not a scavenger, it's got X-ray vision which it uses both for hunting prey and for finding lost young and scouting for danger.
It is not a Yokai, it doesn't use its X-ray vision for deceptive or destructive reasons. It's not a scavenger or delinquent.
