I don't know if it would be more hated than Blissey, but it would pretty much be a more cancerous Skarmory.
Way higher defense, 4x resists sneaky pebbles, beats Magnezone 1v1.
I don't think it would replace Skarmory in the Skarmbliss core, but it would definitely get a fuckton of usage as a stallmon.
