>>50729588I half agree. The E4 should have definatly started in mid-50s. Thematically having the kanto leaders outlevel the E4 doesn't seem right though. My headcannon was always that the gym leaders are mostly E4 candidates that didn't quite make the cut, and temper their teams based on badge count. So a full power Gym leader should be just under or at E4 member tier. Blue in particular could be an exception since he's a former champion, maybe stick him at
mid-60s.So mid 50s for Kanto, landing the player in mid-60s maybe early 70s by Red, then bump Red himself to mid-80s. After that kill 60% of the rattata population in johto and toss in a few spots to find Murkrow, Houndour, and Slugma earlier and we're gold.
