That glossy reflection on the scales *cannot* be simple texturing. Period, that visual effect appears *nowhere* in Game Freak's portfolio. Even if it's intricate use of bumpmaps to "fake" finicky depth where it doesn't have "real" triangle support, they still had to add the bumpmaps *from scratch.
As mentioned in the *first fucking sentence*, even if it's a texture thing, it's still major. Just because a technology has existed since 1997 does not dictate it's trivial to implement, somebody still has to make bumpmaps for every use.
