It won't be a dragon because making Charizard's regional form a dragon is an implicit admission that regular Charizard isn't a dragon.
Megazard X was already pushing it, but you could at least make the argument that the dragon was in it all along and the mega stone just brought that out.

CHARIZARD will never get a regional form. Shillmons don't get regional forms because the regional might overshadow the original. Shillmons get overpowered special snowflake forms. That's why Raichu got a regional, but Pikachu got a Giga. That's Charizard got TWO megas and a gigantamax but the Legends starters only got regionals that offer no benefit to the orignals.
