Bro Cynthia's not even considered a Master and she's an undefeated Champion, they keep the term and requirements deliberately vague so they can keep the anime going forever. There's a reason why they haven't used it in the games since gen 1. It doesn't exist. It never did, it's just a myth to give kids something to aspire to.
