I always thought that since ice was such a terrible type that the trainers that specialized in it had to be extra good in order to compensate for the types weaknesses.

Unbound actually does this and it's kinda nice. They even fake you out thinking the one snowy mountain gym will be your typical ice leader but it'd actually flying type

That actually sounds like a fun idea, a game where your journey starts at the "end" of the region and move backwards. Kind of like Red/Blue but you actually get to fight that last gym leader first.

The concept of Gyms of a specific type is fucking awful and should be unappealing to anyone who isn't a pissbaby. Gyms should have a theme that isn't related to types.

Having themed gyms just makes them forgettable as hell.
I remember Lockstin doing theme gyms in his region and I can't even remember one of them.

Make the regional bird Fletchling and make the player have to evolve it to get the neutral resistance, or they can keep it as Fletchling and still get to use a fire type move. Pretty fair trade off to me.

It probably is because "Lockstin's region" isn't an actual game that you've played and familiarized with.
I remember all of Insurgence's gyms just fine even though none were particularly interesting
