Megas were given to old pokemon with basically 3 purposes:
>To spotlight/buff an otherwise overlooked pokemon (Beedrill, Manectrike, Medicham)>Expand on the concept of a pokemon that doesn't evolve or maybe felt incomplete in the eyes of some fans (Sableye, Absol, Pinsir)>Reimagine/upgrade a fan favourite (All the Pseudolegendaries, Charizard, Gardevoir, etc)None of the gen 6 pokemon fit into these categories because they were designed to be complete from the beginning:
>You don't need to bring attention to/buff a new pokemon by giving it a mega evolution, people will already pay attention to it because it's new, and if it needed a buff it would have happened to its base form during development>Again, any pokemon that the designers felt needed to be expanded upon would have been done as a new evolution: why make Mega Doublade when you can just create Aegislash?>While they can certainly design a pokemon with the intention of shilling it as a marketable/fan favourite, they have no way of knowing for certain what pokemon fans will latch onto and obsess over, making a mega just for the sake of marketability in this sense would be a major shot in the dark.Plus, now that we're going into gen 9, think of all the gen 8 pokemon that were designed with gigantamax forms in mind, and how they'll now forever be incomplete outside of the region that allows them to show off their final forms. Orbeetle might never get that UFO form again, Duraludon will remain a weird asthma pump and not be a giant building anymore, all those pokemon are now going to be incomplete once gigantamax is forgotten about because they were designed with their gigantamax forms in mind.
