Have you played the games?
If not, Gen 8's region (Galar) is in-lore obsessed with battling and making it a sport so it's supposedly the "strongest region" and Leon is considered the "stronger champion" having been undefeated since he was 10. Basically, he's even more of a Gary Stu than Cynthia is a Mary Sue and his only purpose is to lose to (You), the player, and in this case Ash.

He could lose to Lance and set up a finale of Ash v. Lance that never happened in the OS.
You're wrong that those are the only outcomes. Ash can turbo the Galar League to challenge Leon directly if Leon is defeated in the PWC.
Also, Leon considers himself to have already lost, to Eternatus. He's not undefeated.

There's enough episodes after the PWC to fit in a Galar League boss rush since we are 9 months from Journeys ending (if it ever does).

The only way I see Ash winning is if they retire him as the MC next season. If he defeats Leon, there is absolutely nowhere else his character can go. This is a worldwide tournament crowning the greatest trainer. He would immediately lose any type of underdog traits and would immediately be fraudulent if he loses a battle once going forwards.

Leon went 20ish years without losing a battle, and for Ash to turn around and immediately lose elsewhere would be a joke.

I can definitely see them lobbing a non-finish just to keep Leon strong
Could be something like Mew being spotted, the hair twins messing things up, or maybe a Rocket (proper, not Jesse/James) resurgence forcing them to put it on hold

They've already safety netted Ash's journey as a neverending story by him telling Go that beating Leon won't make him Pokemon Master.
They'll just dial down the focus on him battling and make it a special occasion when he does and have him change his angle towards other aspects of Pokemon he still hasn't yet fully realized.

I put 20ish because we don't know his actual age, but he may be anywhere between 10 and 25 years undefeated at this point. Maybe 15ish would've been more accurate, but I'm sure you understand the point I was trying to convey.
