It's stated multiple times that the 'flame' is really just a visual representation of Charmander/Charmeleon/Charizard's life force, hence why it wanes or grows based on their current physical state. It won't burn anything unless the pokemon wants it to, because it isn't an actual flame - likewise, this is why it continues to burn even if it gets completely submerged (which we've seen multiple times) and why hundreds of them don't turn up dead after passing rain storms - the only way the flame will ever really go out is if the Charizard literally dies, not the other way around.
