I really don't get why people shill this thing so hard and act like it's some sort of masterpiece of a design. It's just a recolor of normal Lugia made by some 12 year old on Deviantart. It's shit.

It's not just a recolor though. Its eye frame things are gnarled, its toes have become claws, and its back spikes are pointed instead of flat. Not a perfect design, but conveys the idea of Shadow Pokémon well.

How the fuck does that convey the idea of a Shadow Pokemon well? Shadow Pokemon were explicitly supposed to be indistinguishable from normal Pokemon so they could be used in plain view of the public without arousing suspicion. It's a literal plotpoint for several Shadow users.

shadow lugia looking like a fucked up version of the original works in regards to selling that it's a much more potent version of a shadow pokemon.
normal shadow pokemon are supposed to be inconspicuous because part of their purpose was to be distributed to random trainers. shadow lugia was created to be an unpurifiable weapon that wouldn't be flaunted to the public, so there was no point in worrying about keeping its appearance subtle.

This. Also Lugia was the last remaining pokemon that you couldn't legitimately obtain in Gen 3 even if you had R/S/Colosseum/FR/LG/E. Half the selling point of XD was to finally fucking obtain Lugia.

The fact that Shadow Pokémon are unhinged versions of Pokémon that are stronger and more aggressive. Why would it be important to hide that for a Legendary Pokémon which would already be suspicious to be seen in public?

There isn't really explicit evidence for it per-se, because it's not like they went into major detail about how shadow lugia was made, but it's not difficult to imagine that the appearance change is a result of the process of making it immune to the relic stone.
If there were more than one pokemon with that characteristic we would have a more definitive answer, but we don't.
