Make some incredibly minor level adjustments on trainers and move wild Johto Pokemon to Johto. Easy fix for a region that really doesn't need much fixing.

Been revisiting Johto lately and holy SHIT, the Team Rocket stuff is unbelievably boring. Literally just waves of shitmon for what feels like hours. Maybe the occasional Porygon. I don't remember it being this bad, but I guess growing up will do that to you. Makes me appreciate the Team Flare and Aether battles a bit more, since those games have massive Regional Pokedexes.

Yeah it's pretty bad, but thankfully you'll only have to fight grunts a pretty limited amount of times as opposed to Team Aqua and Magma in Emerald where there's nine fucking significant encounters with them and only one fight is somewhat interesting (being Mt. Chimney Maxie).

What the actual fuck were they thinking? The radio tower and later the hideout are extremely boring due to endless battles with shitmons and ruined level curve

I mean, I LOVE these games but this decisions are really hard to understand

Just fix the level curve and make the wild pokemon not like 20 levels below that of trainers. For parts of the game where you can choose which path to take, like pryce/chuck/jasmine, give each of these leaders three different teams at different levels. The one you fight first is the lowest level and the one you fight last uses the highest level version of the team.

the more important issue is how the fuck to fix Kanto in GSC/HGSS.

Just make route trainers have Mons between levels 45-55 and leaders between 55-65.

Also upper levels on wild mons, open safari, Cinnabar Vulcano Dungeon, Viridian forest Dungeon, and we're almost done

It's fixed in HGSS hut a bunch of more hidden spots and locations the way BW2 did would benefit it a lot too.
You know hidden grotto type of easter eggs, more aesthetic looking dungeons and late game forests. The new routes in HGSS bringing you to the Safari Park and event locations were a nice touch.

Johto has some of the most lame dungeons being a bunch of caves, endless screens of brown terrain and rocks and backtracking with the bike.
Ice Path, Union Cave connected to Unown Ruins and Slowpoke Well are good, then there are Mt. Mortar, Dark Cave and the Whirl Islands.
