Meganium the only one that truly outclasses it is venusaur which you get so late in the game that it's pointless to replace meganium with it.
Meganium's advantages over Vileplume, Exeggutor and Victreebel are as followed
1) It's faster. Base 80 speed is faster than all of Vileplume, Exeggutor and Victreebel.
2) Access to earthquake
3)Ease of access, Literally one of the first pokemon that's available to you.
4)No need for a leaf stone, In GS the leaf stone becomes obtainable in Kanto, In crystal you can get it via grinding and getting it as a gift from picnicker gina. In other words you'll be playing most of the game with a Gloom, Weepinbell or an Exeggcute. Two of which can be argued to be worse than meganium
5)Decent support movepool, Screens, Poison powder, Body slam for that para chance, Maybe not the best and if you can get an exeggutor in game then it'd probably be better but meganium has it's benefits.
