Its not really a type you can blow through teams with which kinda downgrades it, additionally its not really very localized to actual ice types.
In fact, generally most other types will get ice beam but ice will lack those types to salvage its coverage issues. Almost like gamefreak never actually considered ice type itself to be offensive nor designed them with such a train of thought.
It certainly doesn't have any sort of higher coverage either, funny how gamefreak predicted their own meta despite clearly being clueless otherwise. Alongside mostly making tanks.
Additionally it doesn't match up with how pokemon is mechanically, lacking resists doesn't really interact with how it happens to blow out two popular dual types. It just makes their potential interactions limited as hell.
You aren't saving the people from the day of the avalugg or some shit by pretending ice types lack of resists actually came from some train of thought. The good ice types aren't a few good switch ins from nuking the meta because they're only good for shit that isn't just "is ice".
