But we don't know for sure. Nobody can say with absolute certainty either way. PM19 didn't take place in Galar or have Ash compete for gym badges. PM22 may not be set in the new region, either. Hell, PM22 could be a continuation of PM19.
Pokémon GO is still wildly popular. Goh was created to promote GO. He's not like Ash's previous companions, who were tied to a specific gen. Goh could stay for Gen 9 and continue his goal, or get a new goal.
Don't get your hopes up, but it's not as clear-cut as it was with past companions, either.
